Subsidized Childcare (ELRC) — How It Works at Small Scholars

What is ELRC?
ELRC (Early Learning Resource Center) is Pennsylvania’s childcare subsidy program that helps families access affordable, high-quality early education. If you qualify, ELRC helps cover part of your childcare costs so early learning is easier to afford.

  • ELRC pays a subsidy directly to the childcare program to cover part of your child’s tuition.

  • You pay a family co-pay based on your household income.

  • If the ELRC subsidy plus your co-pay doesn’t cover our private tuition rate, Small Scholars will bill you for the remaining balance. We’ll always explain any difference up front.


Who’s Eligible (quick checklist)

You may qualify if ALL of the following apply:

  • You live in Pennsylvania.

  • You have a child who needs care while you work or attend an approved education/training program.

  • Your household income falls within ELRC income guidelines for your family size.

  • You work 20+ hours per week, or work 10+ hours and attend school/training 10+ hours per week.

  • OR you have a job offer starting within 30 days of your subsidy application.

  • Teen parents must be enrolled in an education program.

  • The child is a U.S. citizen or a lawfully admitted permanent resident.

  • You can provide proof of ID for each parent or caregiver in the home.


What to Expect at Small Scholars

  • We’ll help you through the ELRC paperwork and answer your questions.

  • Once your subsidy is approved, ELRC sends the subsidy payment directly to us, and you pay your co-pay to Small Scholars.

  • If there’s a gap between ELRC’s payment and our private tuition, we’ll explain exactly what that difference is and how to pay it.

  • We accept ELRC/CCIS subsidies and are used to working with families through the process.
